China's Railway Miracle

According to official government data reported by the China Daily, at the end of 2025, China’s total operating railway mileage reached 165,000km, including 50,400km of high-speed rail (高铁). The construction of a modern and efficient national transportation system via train has been one of the founding pillars of China’s economic miracle. Other than connecting people across the country, rail is widely credited with reducing transportation costs and opening new areas of China to outside investment.
The importance of rail for development strategies remains a common denominator among economists. Without it, the foundations of industrialization, the rapid movement of labor and capital, would disappear. To put it simply, modern capitalism would not be the same without rail. For a country as large as China, the lack of an effective transportation network can hinder growth. Between the 19th and 20th centuries, two countries of comparable size, the Russian Empire and the United States of America, invested considerable human, political, and economic capital in the development of an extensive railway system. For both countries, it was important that industrialization, well on its way in the core areas, reached the newly acquired, resource-rich peripheries. Rail accelerated industrialization and promoted commerce, while also democratizing and decentralizing their economies.
Although China was no stranger to the benefits of rail technology, its full deployment wouldn’t occur until the late 20th century. At the outset of European encroachment, rail, like most Western innovations, carried too much baggage. Despite the urgency to modernize, elements within the Qing government zealously pushed against the absorption of foreign knowledge. In an attempt to quell opposition, some reformists even proposed a “conditional integration” of Western technology. China would retain its traditional morality and learning, while only adopting the practical aspects of foreign science.

Yet, by the end of the century, this approach had largely failed. Most of China’s railway mileage was built, owned, and operated by foreign powers. The first experimental track was built in 1865 by British merchants just outside Beijing, in Xuanwumen. The Shanghai Wusong railway, the first to be truly operational, was also under London’s control. Britain, France, and Germany all expanded their areas of influence via rail, pushing beyond the treaty ports and often cutting deep into the Chinese countryside. These projects were designed to connect resources and labor to the coastline and cement foreign presence inside the country. After having forcibly obtained the leasing of Qingdao from Beijing, German forces quickly moved to build a railway connecting the coastal city to the provincial capital of Shandong, Jinan, via the 胶济铁路 (Jiaoji Tielu). The project facilitated the transportation of goods and labor to and from the mines.

Why couldn’t the Qing catch up? The reasons for this are mostly political. Opposition came from both inside and outside the imperial court. The Xuanwumen railway of 1865 was immediately dismantled at the command of Empress Dowager Cixi. Other projects, even by Chinese nationals, saw mounting criticism from within the system. The unprecedented degree of hostility towards foreign technology of the late 19th century, however, was far from an exclusive product of court politics. Negative public sentiment strengthened the official line. Among the rural folk, rail was seen as both the cause and the instrument through which foreign merchants, soldiers, and missionaries penetrated the Chinese countryside. In Shandong, to make space for the Qingdao-Jinan railway, Germany expropriated land, destroyed buildings, and sent armed men deep beyond the concession areas. Clashes between the soldiers and the local population often turned violent, fueling hardliners.
As the unequal treaties ate at Chinese sovereignty, it became increasingly hard for Beijing to stop these projects. With the infamous extraterritoriality clause, foreign nationals were granted full immunity from prosecution on Chinese soil. Incidents such as those in Shandong could no longer be punished, leaving room for lawlessness and growing anti-foreign sentiments. Seen as a symbol of national humiliation, the German-built Jiaoji railway would go on to become a major target in the early days of the Boxer movement.

Foreign concessions in China
After a historic defeat at the hands of the Eight-Nation Alliance in 1901, the Qing Empire changed course. The decade preceding the Wuchang Uprising was marked by the New Policies (新政), a series of last-minute reforms aimed at modernizing the country, recovering popular trust, and rebuilding national pride. Although the effort to save the Empire was ultimately unsuccessful, Chinese-built and operated railway mileage more than doubled during this period, promoting industry and commerce. The late bloom of railway technology ended with the crumbling of imperial authority in 1911. With the political fragmentation of the following twenty years (at the very least), the construction of railway infrastructure came to a halt. In the late 1920s and early 1930s, the KMT (国民党) government, distracted by competing priorities and external threats, paid little attention to the development of rail.
In 1949, the Communist Party-led (共产党) government inherited a country devastated by 12 years of conflict and approximately 20,000km of rail mileage. Across China, infrastructure was sparse and most travel was still done by horse or by foot. Despite the defeat of the KMT, the new authorities were still far from controlling the entirety of the country, with many areas operating autonomously or in full anarchy. To prevent China from returning to the political fragmentation of the 1920s, infrastructure was essential. With the goal of connecting the interior and allowing greater oversight from the center, Mao Zedong revived railway projects.
On June 13, 1952, the People’s Republic of China inaugurated its first railway line, connecting Sichuan’s (四川) two largest cities, Chengdu (成都) and Chongqing (重庆). Shortly after, in 1958, the Baoji-Chengdu railway was opened, followed by a new track between Lanzhou (兰州) and Xinjiang Province (新疆). During the First Five-Year Plan (1953-1957/58), roughly 6,100km of additional railway mileage were built, marking a significant and deliberate advancement in the deployment of rail technology in China. By the second half of the 1970s, despite growing political and economic instability, total mileage reached the historic threshold of 50,000km.
This early network served as the basis for the third and most significant phase of railway development in China, steered by Deng Xiaoping. Under the banner of Reform and Opening, the new paramount leader reintroduced economic pragmatism, opened China’s coastal cities to international commerce, and invested greatly in manufacturing. This ambitious agenda required an extensive, modern transportation system, capable of sustaining rapid growth and expanding industries. China was no longer producing for itself, it was now aiming to satisfy international demand for goods of all kinds. With the rural population moving to the cities and increasingly large quantities of goods being transported across the country, existing infrastructure was no longer enough.

In the 1990s, under the National Speed-up Strategy (中国铁路大提速), construction accelerated, lines were electrified, and a new priority emerged: speed. By 1997, trains reached 140km/h across most of the country, supplying goods and transporting people with unprecedented efficiency. Under the leadership of Hu Jintao, Beijing indicated high-speed rail as the medium-term goal for the country. In 2008, just before the Olympics, China inaugurated its first high-speed line connecting Beijing to Tianjin. Travel time between the two cities was cut from 70 to just 30 minutes. In 2011, high-speed rail reached Shanghai. The non-stop train from Beijing South station to Shanghai Hongqiao station now takes 4 hours and 30 minutes, making it one of the fastest scheduled trains in the world, compared to the original 10 hours on the parallel conventional railway.
The modern history of rail in China is not without obstacles. In 2011, two passenger trains belonging to the high-speed Zhejiang line collided, killing 40 passengers and injuring nearly 200. Public outrage surrounding the incident pushed the central government to re-evaluate its national acceleration strategy. Encouraged to complete the job as fast as possible, local governments were often incentivized to look away from mistakes during construction. As a result of this incident, the evaluation of local officials in relation to rail projects began to put more emphasis on safety than speed. At the same time, Beijing announced its intention to stop relying on foreign technology and make high-speed “fully Chinese”. The new bullet train Fuxing (复兴), overwhelmingly Chinese in design, engineering, and manufacturing, is a product of this strategy.

With its 50,000km, China’s high-speed rail system connects 97% of cities with more than half a million inhabitants. It is thus the longest and most technologically advanced in the world, making China a leader in the sector of public transportation technology. At the same time, the pace of construction is decreasing. Between 2013 and 2021, building 10,000km of high-speed rail would only take 2-3 years. Yet, according to The Paper (澎湃新闻), the latest jump, from 40,000km to 50,000km, took 4 full years. This extended construction time seems to derive from a deliberate shift of focus from quantity (no longer necessary) to quality. In fact, factories and testing laboratories have far from slowed down in research and development. The new CR450 train, capable of traveling at 400km/h and soon-to-be deployed on specific lines, is set to become a global leader. In this sector, as a Chinese expression says, the country finds itself in a “no man’s land” (无人区), with no foreign model to catch up to, no new technology to adopt.
Put in historical perspective, China’s feat is all the more impressive. Within 100 years, the country went from having limited railway infrastructure to becoming a global leader in the sector. If, in the 20th century, China “imported” railway technology, it is now exporting it abroad. The Jakarta-Bandung Line and the new China-Kirgyzstan-Uzbekistan railway are scheduled to become the first Chinese high-speed projects outside of the country’s borders. In its own way, the history of rail is representative of the country’s overall changes and rapid development, making it an exciting case study for anybody interested in China.
